Sure, for all you know, it’s a bad idea.

But it’s not your idea and the only reason you know about it is because you are requested to carry the idea to your peers. Or your peers’ peers. A person cannot present an issue or idea to them, because they are shielded from the public, ergo can be accused of shooting themselves in the foot, or giving the subservient the ability to shoot them in the foot.

It’s a poor mentality, whereever it exists. In many situations, it costs money. Or time. Or lives.

Thankfully this doesn’t happen everywhere.
